App Install traffic but non-incentive?

I need to advertise some apps cpa (they pay per install) but I would like to use networks who don't provide incentive.

I want to keep it clean.
Maybe networks that make full page interstitial ads on mobile and if users click on the banner they are redirected to the download page on the store?
