App Developer for Android

Recently got into talks with a certain party for developing a learning app, think of examples like "Duolingo" and "Kahoot!" (Kahoot being a simplified example, but the basic concept is somewhat related).

Won't disclose too many details, but I need a developer who can design and develop something in the complexity level of Duolingo, with certain changes that we have in mind. Data of the app must be syncable with a registration server that handles registrations that are made to use the app.
