App Creation Software? NOT online tools

Hi Y'all!

Does anyone know of a good app creation software for a Windows laptop? I don't want to use tools like Appypie or Appmakr, don't want to deal with monthly subscriptions or their ads.

Ideally, I'd like something that I could insert MP3s and MP4s directly on the device, rather than streaming online.

If you want drag-n-drop interface and no coding try these. I don't know if they will work for what you want, but they might be worth a try. http://sourceforge.net/projects/ailivecomplete/ and version 2...oops I cant find the second version.
