App campaign got Circumventing - HELP NEEDED

Hello guys,

We have an existing client operating in the Forex industry. Lately, we have been experiencing issues with advertising Forex through Google Ads.
We frequently encounter problems such as account suspensions, reviews, and terminations due to “circumventing systems”.
Our client advertises through app, search, and GDN ads.
Issues with app ads:
We have three different apps that we want to advertise. These apps are being banned due to “circumventing systems”. One app is also getting banned due to US elections but it’s all related Forex signals and news, nothing about US elections. Currently, we are unable to run ads for these reasons. We have not been successful in the appeal process for these apps. Since these apps are related to Forex, we mention Forex in their ad descriptions as well.
For search and GDN ads, we use some fake landing pages to get the ads approved. However, the ads either suspended initially due to unacceptable business practices, or get reviewed manually later and they get suspended due to circumventing systems.
Based on our discoveries and trial-and-error experiments, here are the points we have learned to pay attention to:
  1. We use an antidetect browser system.
  2. We use IPv6 proxies.
  3. We use a clean credit card.
  4. We use a clean mobile phone number.
  5. We use unused, clean identities for verification.
  6. We don't use a cloaker. During the approval process, we place a fake site and then switch to the original URLs after approval.
  7. We create Google accounts from scratch. We do not buy accounts.
  8. We gradually make spendings for the advertising account by purchasing various subscriptions and applications to make it appear as a genuine account. We also avoid sudden increases in ad spend.
Despite all these measures, we are still facing issues with account suspensions and ad approvals, usually during manual reviews.
If you have any alternative suggestions or solutions that you believe would be effective, we would appreciate your feedback. If anyone has a hint or suggestion please let me know.

If you do the above, then obviously (100% guaranteed), Google Ads will suspend such an account.
Google Ads algorithm's bots keep visiting (screening) the landing page and any such "change of gears" in a landing page will VERY OBVIOUSLY trigger Google Ads account suspension. And, let me be honest, it takes very a BASIC LEVEL COMMON SENSE to understand this.

Contrary to the the popular belief, replacing sites/URLs (from another site) is allowed and that is not the reason for suspension as long as they are closely related. The problem is that your original URL(s) are not compliant with the policy, you do not have the necessary certifications, so you get banned for UBP and/or circumventing.

Without cloaking you won't be able to advertise. Your white page doesn't need to be related in any way to financial services/forex for GDN.
