Struggling to find anywhere at the moment, would love to be able to customize my own. If there's nothing free, is there anywhere I can learn to make my own?

Sorry, how is that relevant exactly? I'm looking to make fake generators like the ones on OGADS!

Oh you mean web. Then you will have to learn from scratch a web framework (Django, RoR, Nodejs, php...) and you should probably use some javascript in front to have a nice UX to convert better. If you have time to invest, take a look at vue.js or react.js.
