Anyway to find a proxy provide with IP address?

I don't think so.
Even if you track him down, what are you going to get from him?
If you need location specific proxies, look for providers with proxies from the same area. In this way, you avoid any headache.

Funny as it sounds, post the port number. If it's a unique one, and not the default 80, or 1080, or w/e, someone might be able to help you. A lot of providers I've used over the years have their own unique 4 or 5 digit port. You don't need to share the IPs, but if you shared the port number you might get lucky and have someone recognize it.

Send me some of your proxies probably i can help something on it.I purchased bulk proxies off the twitter user who is no longer active
I would want to keep using same proxy provider but I hit dead end.
is there anyway to track down proxy provider using proxies that I have now?

check on arin or ripe the who is of those ips maybe you will find to who they are allocated
or use rwhois from a linux machine
or use rwhois from a linux machine

You have only 3 options:
1) hope and believe that it will show up
2) if you maintain the IP-address database, you can find out who addresses belong to (data center), contact that data center, buy a server there and create a proxy by yourself on the server. danted server or 3proxy.
3) or find a data center vendor who has an IP-address on that subnet and create a proxy by yourself. No service will argue with you if you change the subnet.
You don’t have any other options.
