I dont see to many TIER 1 countries , so that might be the reason. I suggest you also contact the manager and he should give you a more detailed answer.

I got Propeller ads at $0.14 CPM all USA visitors ......do you think its fair? hahaha

You need to send more traffics.. at least 10k unique visitors to see the real CPM rates.

Go for popads. You could withdraw from as low as $5.
PopAds(dot)net is still paying? I've seen a lot of bad feedback. Even I've sent them an email on 29 October 2019 (Tuesday) and until today still haven't receive any reply from them.
