As far as I know they are no longer accepting applications and there is no eta for when they will start again

There are people making an absolute fucking killing on it - If you signed up early enough and are now on 1000+ tier you're making absolute bank, like 20k a month.
I signed up in november and still not accepted yet, but I've heard of people getting accepted lately who applied in october. It'll be so saturated by now though, everyone and their aunt is making t-shirt designs and throwing them on merch as fast as amazon will allow them (2 per day for lower tiers but 100 per day for upper tiers)

yes a lot of guys trying to get in! I get in August, 2 weeks later gets accepted.. best experience ever!

I can finally answer your question. I applied in May 2017, and just got approved about an hour ago.
I've long since forgotten the design idea I had in mind.. Damn.
