Anyone Using High PR Chinese Backlinks

So is anyone using high PR chinese links with success? Guess they're no different from European or Russian or whatever high PR links, just wondering if anyone has had success with them? Found a good source for pretty cheap PR links on English pages, but IP is based in China.
