if yes - what can you say about traffic quality and what was your usual CPM rate?

It is my interstitial ad CPM rate.Which ad type do you mean?I put their popup ads,too disturbing for my visitors, counting less than 50 percents of my visitor and the CPM rate sucked. But i'm pretty satisfied with their interstitial ad CPM rate.Just try it for 2 days and you will find the right ad type for your site.

There are lot of money making method with propeller ads that advice to use some trick in order to gain money using propeller ads, basically sending fake traffic

They say the company has not strict rules for checkin that kind of traffic and prefer to bank money from advertisers.

6$ for 3rd Tier? they pay you well
yes. they pay you high cpm if your traffic was quality. they don't depent on country..ask them.yourself. even your living in third thier country you can get high cpm if your traffic was quality

Their payout is pretty decent, if you have a high traffic, they pay you well high CPM as the poster above me has pointed out, but my biggest concern with them is that they send your web traffic away to their site, too many redirects.
