Let's say you have a service on your site that doesn't exactly have a set price. Instead you have the customer fill out a form and then press a button to "Get a quote." You then communicate with them on the phone or through email and you agree on a price. What's the next step to getting payment? Can you just temporarily create a product on WooCommerce with the client's name and the price you agreed on, have them purchase it, and then take the product away after they purchase it? Is there a better way?

I believe he means that you can send them an invoice for the amount you discussed through paypal instead of going through the trouble of creating a new product for every client that requests a quote. Correct me if I'm wrong Furious George
Now can people pay with their credit cards if I use Paypal as the gateway attached to Woo Commerce? How come when I choose payment method on websites it shows either Paypal OR credit card? I want people to be able to choose either one

Yes! There is a lot of payment gateways in woocommerce such as payex, pin payments, sage payment slutions blablabla...
I suggest you, paypal is the most easiest way to make payment rather than credit card payment....
