no links would get indexed and you'll be only losing your time and money

if you need some long term SEO plan, you have to invest in some solid PBN links (not these cheap ones),
or build your own PBN (invest monthly in more tier2 links)

you can start always by building some links manually in relevant forums (do-ollow) or free guest posting if available

also, you can use RankerX to build the tier 2 or even use it for tier 1 but with with the right content (pics included)
