What I have found best to work on adfly is the download type cpa offers. Like those xvid or ivid offers that show a download page similar to a download site. On your advert, make a blank html page with a download button (or various download buttons) and only target the country that your offer allows. If you think about it, people that see those adfly ads are usually trying to download something, when they see your download button, it is like an instant reaction to click it. This same model is what is currently dominating adfly ( load up random adfly links and have a look for yourself )
