I have an idea you should try-
create gmail and use on same browser profile and same ip till the end of use.
Add recovery email, 2step & generate recovery code from gmail & keep save on excel
If you nees to use many accounts-
To save time you can buy a domain and email pack from namecheap or similar sites, you can create 10k emails - add those email as recovery email, you will get code in 1 inbox
I guess it will work,, because when gmail found suspicious activity & security option nothing added they think that only the number that used to create account, is only ways to proof the gmail owner.
When you do all thing i mentioned then they may not ask code from the number & also you have 3 option to get back or access the account
1. 2tep authenticator
2. Recovery email
3. Recovery code
Main point is warm up account & dont change ip/browser
