Well firstly depends on Your decision if it will be a new or an old body.
Think about the lens as about different product separated from camera.
If you are going to buy new body, you will get 'kit' lens which are usually rubbish for semi-pro photography but will do OK for amateur.
So when You decide new vs. old, decide Your price range.
Have in mind that You will get faster and more well built used bodies for the same price as slower and more plastic feel series if bought new.
Now the names - yes, Rebel names are used in U.S. i think. And my knowledge on Canon cameras are based on European names.
xxxD series are are mostly amateur friendly cameras in canon product line. They tend to have slower shutters and processors, their build quality and materials are made 'affordable' and their kit lenses are the bottom line. Although their 18-55 is not that bad.
xxD series are semi-pro, they will give you faster performance and better build quality.
xD are pro series and if this purchase will be Your first DSLR, i would suggest not to waste money here, maybe adding a better lens, individual flash or tripod (or all) to Your arsenal will be a better choice.
So as for bodies, my suggestion is look at xxD series. They are well built. And ofcourse- it should have filming ability as the videos quality are above 'pretty good'. I know a lot of guys that does commercial video recording using photocameras.
As for lens - If you will get kit lens, hooray! if you will body body only - consider having a 18-55 IS as good walkaround lens.
70-200. What are your intentions to capture? sports? It's NOT an universal lens, for indoor situations you will need 50mm maximum!
Also have in mind that xxxD and xxD series are not full frame cameras, so because of crop factor you will have further focal lengths.
So if you are on a budget and have amateur approach to the photography - my suggestion will be 18-55 for everyday walk. 100% the second purchase should be canon's famous 'plastic fantastic' 50mm f1.8. For around 150usd you are getting cheaply built but great picture-quality lens! That will be a good set-up for starters.
If you have money and want your amateur skills to be 'improved' by good glass - search for 24-70 f2.8L that comes with xD series as 'kit lens'. It will be good universal lens, but it is quite expensive.
