I am working on a channel right now and you are so right about this. I think the reasons could be multiple -
- You are a new tuber, so YT just does not trust you yet and is testing your audience.
- Your engagement is not so good again due to the fact that you are new
- So you are essentially not creating hooks, keeping the audience engaged
