Anyone knows how to create these kind of pages. These are like html pages but i don't know how they create these kind of pages without having admin access of website.

I don't know how they do it, but I was making pages like this 14-15 years ago with free HTML editors (Kompozer).

This page is so basic, you can literally make 1 like this in 10 minutes if you know basic HTML..

i can create html pages but the problem is how they publish on these type of websites even they don't have any account on those websites

it's either their websites or they've hacked them, lots of hijacked sites lately
