the closes thing to this is Betheme man..

the site isnt using wordpress btw

Yeah its not wordpress, however you can easily create something like that with Elementor.

This website is built with Drupal and they might have a custom theme built for them.

But, like mentioned above, for wordpress, you can use elementor and create a theme similar to this one.
