anyone knows a script that does this ?

hi, since the e-mail marketing section is down i post this question here.
anyone knows a mail markteing script like oempro or other kind that allows me to use multiple SMTP's with volume limits?
For example, i have a main server and 2 vps's. i can make subdomains or domains on each vps with diferent ip's, this is a LEGAL thing, my e-mail marketing is all legal, i mail double opt-in subscribers but now i need to work with more countries and i want to increase the delivery rate so i need to make something like this.
a simple example
the main server can send like 100k a day, and the smaller vps can send like 10k each to improve the delivery rate, i obviously need the unsubscription link to work.
so like
server 1 = 100k
server 2 and 3 = 10k each.
im not worried with the delivery time or anything like it. i just want to send bounced mails to another server, or hotmails with a limit like 500 per hour etc.
anyone knows a script that does this ?

Interspire email marketing does this.

in interspire i can insert like 20 smtp accounts and when it starts sending i can put hotmail sending like just 500 per hour, and per smtp, etc?
can you point me to a tutorial or something?
