Anyone know what these are called / How they are made?

Guys please help, i've been trying to make something similar like this:

Scroll down and you will see the top 10 list. I want to make something similar to the top 10 list, with images and stuff, but can't find any plugins for it or any code or whatever. Someone please help me i don't know what to even search lol. If not, anyone know how these are called?

You can something similar to the ezvid page by using a mix of in page anchors : http://www.echoecho.com/htmllinks08.htm
And a sticky menu bar which you can find plenty of tutorials on the net for. Obviously you would need to code the css/change the iamges to how you want them, but that's a good place to start.

Is this for wordpress? You said plugin but other than that you didn't really describe exactly what you want. The two 'Top 10's are different on each page, what about it do you like?
