If you are using something like page generator pro or another mass page builder, etc.

will you get a penalty for creating too many pages?

Not if the content is good, if you are publishing garbage content generated using these tools then don't expect much

You can have billions of pages on your website. Is your website and you can do whatever you want.

Google will decide how many pages to be indexed and which.

you can use their api to index multiple pages at once btw
