I want a webpage with a landing page similar to that and when its done it takes them to my affiliate offer. I have seen a few people with a web page similar to this anyone know if its a wordpress theme or could design a page similar for cheap

Probably you can aim to something with better quality. Look for a low cost landing page template, you can find many here in the webdesign marketplace.

Simple site with clean design. If you decide to use WordPress as platofrm, I believe the price on freelance sites would be $50-$120 for sites like this.
