google "Buy {ads|traffic} on offerup" --> no relevant results
offerup runs those ads most likely and do not want competitors (you) on there doing the same
if you want offerup traffic it seems obvious although not scalable unless you have several android emulators/phones and automation tools.
post something hot for sale. in the PM you will need to send people to an outbound link .or say "can you text/email me here....." and have an auto responder send a link to some affiliate offer. dodging their red flag systems and ban hammer will be a game you have to play.
i learned the method on bhw years ago. it worked to generate a few leads. i stopped because it was only a few dollars a day. but that may be all someone reading needs.
at the time i found a email submit offer for "Free fabreeze". if your network has nothing like that, look around offervault.com
