Anyone know about @BestSEOMarketing

Is this guy legit? I think I’ve been scammed.
He reached out to me after I posted a thread looking for high-quality links for my lottery site. So, I ordered a link from him for $525 in September, but he failed to deliver it as promised.
I’ve already asked for a refund, but he keeps giving me new dates when he says he’ll return the money.
The latest date he provided is today, but once again, he’s making empty promises. I’m not rich, so this is becoming really frustrating.
