I have a pretty bad engagement account in the cars niche, about 24k followers. It was below average engagement previously, about 400 to 500 likes per photo when I actively posted on it, but then I stopped and went very inconsistent so now the account averages like 200 likes. None bought followers or anything, I did use a followbot for a bit though.
It's a project account, it'll take time but you can fix the engagement rate slowly as new followers will be more likely to like photos and such.
I'm not asking for much in the trade, I would take a 4k follower account with 5% engagement, nothing crazy.
