If you seriously don't understand Ohm's law, it's probably for the best that you fail the course now before you end up causing a fire with a poorly designed circuit.
 
The answer is C.
With same potentials a bulb which draws 30 Watts has higher resistance than a bulb which draws 60 W. Less power = higher resistance with same potential.
 
Sometimes when im bored i watch physics videos on various laws used. Some work together, some contradict each other but to get a pure understanding just watch videos you have a whole 4 days to absorb the information.
