Backlinks that don't index are so low quality they're going to be essentially useless. I would move on and aim for much better backlinks.

What kind of backlinks are these?

About 70% of them are guest post and the rest are blog comments.

Blog comments are one of the worst most toxic type of backlinks you can get. Real sites don't really have them and google pretty much knows that :)

Forum posts are different, but comments.. Natural forum posts are not usually from the site owner and they happen all the time. How many comments do you leave while just surfing and commenting that are someone elses site? Now, combine comments with an automated service and you have some real garbage. To make matters worse, the posts you're commenting on aren't even indexing? THAT is 100x worse. If you insist on commenting at least do it on quality pages that are crawled.

Next.. Guest posts. What kind of crappy site have you got a guest post on if after several months it's not indexed? Do you know what that's a sign of. A post that has absolutely zero internal links on a trash site that google barely crawls, and the content is probably garbage too.

Get quality links. This is all a recipe for going nowhere in the serps. This stuff worked in 2010. It still worked to an extent in 2015. But today? Post-DeepRank. Post-BERT. Hell no.
