I believe TweetAdder (but you can't follow all in the same day,1,000 is a max)
One more thing, when you reach 2,000 followings you won't be able to follow back if you don't have enough followers or for any other reason Twitter decide.

Somebody should make a webpage with links to all the twitter profiles so it's easier to do than manual for those of us who don't have a bot.
