Zone B has a 2.33(per 100,000) homicide rate, if you factor out Domestic Violence it drops down to 1.79, if you also factor out self defense and police involved as well it drops down to 1.4.

Buenos Aires is a very safe city if you know where to move and where to stay. It's not cheap in comparison to other cities of Argentina, but it is definitely cheaper when compared to other South American big cities, such as Rio or Sao Paulo.
And many porteños/as, specially the younger ones, speak very good English.
Don't buy into the third world hype BS.
