As the title says, has anyone thought of a way to exploit facebook places.
Can we geotarget them?
I don't know. It's new so must be ripe for the pickings.

i'm not completely sure this is what you're exactly looking for, but i've just read today, that FB has released the Facebook Places Read API and they will also release the Write and Search API which is in private beta now:

Facebook Places Read API scrapes checkins from identified users and their friends and gathers public data about Places, as well. Facebook has also developed a Write and Search API that allows third-party apps to publish checkins and run queries on Places data. That's currently in private beta. Access to these APIs should be available within a few months.
The Places data will be available through the Graph API. Each checkin is linked to a checkin ID that represents an object in the graph. Each checkin is also tied to a specific location (represented by a Facebook Page with a unique Page ID). You can learn more about the Places Read API by checking out the Graph documentation.

I wonder if you can use that API to drive local ads near the user to get them clicking on what you want. Like if you could pool from local paper or city advertisements...

These are the lines along what I'm thinking.
