I am using real 4g IP address (With USB Tephering), changed the IP multiple times already, every time I create new user in PC (Which has zero cookies and 100% clean), I even tried to my brother's phone IP which is another service than mine and still having the same issue =\
Try adding a referrer. Visit BBC/Fox/Bing before visiting Instagram. Your browser will have cookies.
Something you can also try is changing the user agent to a mobile one, and create with that.
Try change to @gmail instead of low trust score emails (mail.ru/inbox.ru) etc.
If everything else fails, you should move location. Cell towers get detected and similar IP ranges get flagged by IG.
Mobile proxies are exactly that (example):
192.168.1.5
192.168.1.7
192.168.1.9
Similar IPs.
Your the best! You were right, I just drive 20 km and was able to create an account in my car, hahaha I guess they really detect the location.
What did you mean by change user agent to a mobile? How do I do that?

Will allow you to visit Instagram.com as a mobile user. A few of my tests have found a small increase in success rate. I am also adding this to my personal software.
Haha I was just curious if that's the reason, I won't be doing that on daily basis of course but this is sucks that they can actually track my location... =\
