anyone can return X ads Account Reactive again ?

I'm looking for someone with proven experience restoring or reactivating X Ads accounts.
My account received:

"A user associated with your account is paused and requires changes to participate in the X Ads program."

The account has already gone through a manual review, and support closed the ticket without explaining the exact issue.
The X account itself is still active:

• Premium active
• Can post normally
• Billing works
• Ads Manager accessible

Only advertising has been disabled.
