Anyone can make ads?

Hi, just want to ask if there is any company in uk who I can pay to post my ads on facebook. I try optimise impression for my ads and because I am on holiday in different country, this idiots disabled my payment account because there was unusual activity. This is not the first time, previously they block my account (its always because of payment), so I open new one and add my another cash card. FB is going to be worst customer service for me and I lost enough time to contract them. I send my ID nothing help they ignore me. So I will be happy if you guys can point me to some place or person who can manage my ads.
