From BHW in general or a specific poster? BHW is like anything, there are some quality providers and some not so dependable. You can usually judge by feedback. Make sure you read the threads offering services for up to date feedback.

I do not remember that it is advertised here because I never seen but you can check the reviews what this service got.So that you will be sure about it.

The domain name is registered for person from India.
 
Hi man, that website is scam. The guy scammed me 805 usd for a a verified business paypal mass pay account. I am trying to get this site taken down right now.
 
I haven't bought any account from that site, but the accounts in that site are expensive.
 
Not sure how that guy is still operating, my friend bought an account from them without asking me and he got nothing in return.

Told him to use these people instead: http://www.aspkin.com/fourms, http://www.auctionessistance.com/shop or the sellers on the marketplace.
