I need online website builder where you can export the index.html file for free then upload it to your hosting?

I can't use wordpress because I'm making fake game hacking sites and I use flash content.

I remember I was using WebPageMaker some years ago to create nice websites, it had a function to directly upload the .html files to your hosting.
