You can make them, all you need is a receipt printer. If you're planning on faking receipts I'd suggest finding another way to make money.

It can get printed on proper receipt paper depending on what kind of receipt it is.

Buy a real one. Scan it then return the item back and use photoshop to alter the info

Depending on who you know, might be able to get in w/ one of the receipt factories out in China...
