Anybody have any experience building their own affiliate program?

Just got involved paintball and airsoft store (B&M and online) that launched about a month ago. Has everything from equipment, accessories, apparel, and even offers repairs. Problem? No traffic! Began looking into affiliate programs and came to the conclusion for now I don't want to spend the money on the software. Looking at following this as a template:

For now there is NO SEO at all. And when I say none, I mean, none. It's hard to get the current provider to do any small changes and they won't allow me access to anything at all. That's a whole 'nother story though.

Questions:
- Will it even be worth it offering an affiliate program? I mean, we will offer high commissions, but aren't going to offer money for traffic.
- Is there going to be any interest? There's not really to much of a niche per say ..
- Anything I should be aware of trying to roll out my own program?
- Do you think it would be possible to just pay somebody (or a group) on all online sales? That way I would never need to get the hosting company involved?

PS - I do want to start doing other things like basic seo, social media, etc. , but I refuse to do anything simple like install mod rewrite. Or come up with some solution to generate the URLs.
