So i was planning to run Facebook campaigns for getting clients on Website Development.
But was wondering what targeting I should do to pinpoint them,
Anybody can shed some light here pls ?

Analyze what your website is about and what age audience is suitable for your website. then target those groups of audiences

But was wondering what targeting I should do to pinpoint them,

Start local. Check for the strengths you have in your local area. For example, where I live, there are constantly some grants for "digitalization of the industry". In my case, I used to help the companies to get this grants, and use this grants to build their sites much more cheap than paying me straightly. So for example, if I was willing to charge $2K for the site, with the grant they would be paying just $1K.

By targeting the right way, you can put this on the ad copy so it can draw the attention (for example if the grant is in certain locality, you can put the locality name in the image copy when doing the segmentation). This works both for FB ads and any other big data alternative with geo segmentation, like Native and Google Ads.

If there aren't grants in your area, just think on something unique to your area, that may catch the local attention.

Great advice, there are no grants, so have to think something new.

Targeting ideas also growing when by breaking down your development skills to actual services.
After some research you can start specifying to serve a solution for Businesses who facing issues with, for instance, installing GTM properly.
Those lil services could be your door opener, once they trust you they'll likely book you again or suggest service (reviews etc.)
Also that's how you build your own Audience and that's the key to successful Facebook Ads

Good idea, so for that any online campaign may help ?
Or i need to employ someone to go from office to office like the old ways ?

You could start with reach campaigns for TOF with an open targeting, which presents your company, who you are and what you do and get more precise with retargeting campaigns, explaining how exactly you solve the specific issues, maybe a lead form attached or a LP with a form.
BOF: time for special offers, limited offers etc. basically conversion campaigns.
of course this is very simplified.

And yes, cold outreach still works
