Have you seen woothemes "cityguide"? I did one for my local city recently using Joomla. Wish I would have seen the woothemes cityguide first. . .

I would suggest Joomla also, since it is has many plugins, and community builder. Not much else compares.

i checked Social Engine, it has a lot of plugins like Business Directory, etc, but it's too social and I didn't find any good example of offline community.

might be you right and I need just a WP with right theme.

i don't have experience with joomla and thus didn't even think about as an option. But now I see that 90% results for "city portal" search comes back with reference to joomla
