Anybody can make or have a shadow ban software for a website?

Title says.

i have great users with high reputation. now nonsense enters my website's. i have to shadow ban them without getting harrased or annoyed myself engaging in nonreasonable wasting time fights, so requesting to make software for payment basis

Can you explain the task a bit?

If you want to cause someone else to be shadowbanned somewhere, that's something we don't discuss here.
