Aged accounts + opening a business manager can boost your limit to 50/200 USD but you have to agree with other people's comments.
It became a bit harder even with agency accounts.
Debit/credit cards also play a huge role in the limit you are getting.
A business card from let's say Revolut provides me with a higher limit instantly versus a virtual debit card.
Your question however is still a bit unclear to me, you want to get into Meta ads but want to avoid spending 5 bucks a day, doesn't sound like the best start. Getting to a 50+ limit actually goes pretty fast just make sure your spending is consistent and you increase bit by bit (30%) or launch several engagement campaigns first.
The initial 5 bucks daily (This is super low btw, not sure how you got that low, def some trust factors missing in your ad account)
1: use those 5 bucks to warm up your page with engagement, you can retarget etc these users later so don't see it as lost money.
