It's a technique of /64 prefixes often given on telco mobile edge to its mobile subscribers. As said, it's to group up mobile users in a given pool range.A /64 ipv6 address is usually allocated to users such as you and me. It doesnt matter how many ip addresses we create from this range, they will all be treated as originating from the root ipv6 address. Hence all your requests will be blocked subsequently. Basically a /64 subnet is equivalent to one ipv4 address.
