Is there any way to schedule a tweet to tweet (this sounds ridiculous) every 5 minutes, and for it to be the same tweet?

I get that you can set up tweets ahead of time using Hoot Suite or similar software, but then you have to keep adding it in.

I'm seeing some Twitter profiles doing this and it's annoying but could be effective for marketing whenever something big happens.

a lot of software nowadays can doing this, MassPlanner or Followliker can do this too!

MassPlanner is shut down and FollowLiker just allows you to schedule posts which is what other free sites allow you to do. Thanks for the suggestion though.

Twitter doesn't allow you to send the same tweet multiple times, when i did this i made a script to send out tweets but i had to add a random number at the end so it was a "unique" tweet

This. And even when it allows it, you'll be penalized for it with ghosting from Twitter search.
  • Spam: You may not use Twitter’s services for the purpose of spamming anyone. Spam is generally defined on Twitter as bulk or aggressive activity that attempts to manipulate or disrupt Twitter or the experience of users on Twitter to drive traffic or attention to unrelated accounts, products, services, or initiatives. Some of the factors that we take into account when determining what conduct is considered to be spamming include:
If you post duplicative or substantially similar content, replies, or mentions over multiple accounts or multiple duplicate updates on one account, or create duplicate or substantially similar accounts

Yep- what he said. There are ways around it, by spintaxing the copy and you may get away with it for a little longer if you use a unique word at the beginning. Or you can do the same jpg with your messaging in the graphic. That you can get away with, but you wont last but a couple hours doing it every 5 minutes. Especially if you are spamming a link. That's Twitters ad revenue, ya know.

Hmmm, I see someone posting every 3-5 minutes with the same text and same picture. Account stays up and no ghosting.

Which service allows you to spintax and schedule? Or would I need something custom?

Its a matter of time, in any case. Its tough to keep track of a billion accounts or so. It'd be interesting to know how long its been in that pattern, though. btw... You can still get to ghosted accounts, but when they follow someone, that other account is not notified of the follow, thereby porking their growth efforts.

There's not a service that im aware of that spintaxes but you could pre=prepare them using a thirdparty tool and then throw it in a scheduler service or local app. You can search here for spintax apps.
