Any way to follow users based on location ?

You can't target certain countries, because Ig doesn't provide that information so there's no way of knowing where everyone is from. You can use the geo-targeting from posts - if people use geo location of their posts you can see that and target those. Other than that you need to get creative, like - find other accounts in certain areas that you are sure are local and target their followers that have higher chances of being from there.
You can buy ads for Instagram, you can choose the country there, and people in that country will see it. it's worth to try, you can even start it with $5 bucks to see if it's something for you. Heard that people with good niche getting 100-300 feedbacks from only 5 usd. and as you know, if they share it with their friends. it grows up pretty quickly.

You can go to i n s t a g r a m dot com /explore/locations/US/united-states/ for example. From there you can go to different cities and make an imacro which likes/follow based on location ids

followliker does have a location functionality. Though if ig does not have that information I am wondering where they would get it from!? I am new to this too and only purchased it today..

Hey Ben try instagress. 3 days free trial and you can target as percise as a single store location. Also, Im working on instagram algorithm to place posts in Top 9 Explorer position for hashtags. check it out customfeed.net
