Not every virtual card works with Meta but there are definitely lots of cards out here that works perfectly, it depends on the one you choose to use. Just check the virtual card website or if possible talk to there customer rep and confirm if it works with Meta before you signup

Most get blocked fast. Best bet: use reputable prepaid card providers that explicitly support Meta ads, top up via crypto → exchange → card, and always test with small spend first.
