the best is Adobe Premiere and After Effect. You just need to learn it, there are many tutorials there, google it.

If you're recording your desktop and making tutorial type videos, Camtasia works pretty well. Another cheaper alternative would be Screencast-o-Matic which isn't as feature rich but gets the job done. If you're wanting to make videos with more special effects than you're probably going to want something like AE (After Effects), Sony Vegas or Hitfilm. Just depends on what you're trying to do.

It really depends on the kind of videos you're looking to create.
For basic slideshow videos, Windows Movie Maker will work (it's free). Camtasia is one of the most recommended and is a step up from WMM regarding features. More advanced editing can be completed easily with Sony Vegas or Adobe Premier however they cost a substantial amount of money. If you want to animate videos professionally you'll need Adobe After Effects which is expensive and difficult/time consuming to learn. If you're looking to create animated explainer videos, there are online solutions like Animoto, Biteable, etc. however they do cost money as well.
