That price point should be obtainable with a rotating proxy. All you'll need to do is rotate onto a fresh IP in between each survey.
Mobile or residential proxies could both work for this purpose. There's tons of providers on the Proxies for Sale section in the BHW Marketplace. Take out some free trials, do some testing and see what works best for your needs!
