Any traffic networks with a visitor throttle?

Anybody know where I can get targeted traffic with a throttle?

TrafficHolder has a daily/hourly throttle, so I can send 1 visitor per hour or 500 per hour.

BUT, they have junk porn traffic, Id rather have some targeted traffic.

Im looking for keyword traffic, ideally life insurance traffic, but I won't be finding that.

I found that trafficholder.com has an hourly throttle, I can send 10 per hour, 100 per hour, whatever.

I MUST be able to have some kind of consistent throttling.

Id like to find something other than porn traffic, some category options would be nice.

Can you provide TONS of traffic from certain keywords, and throttle it?
