Any tips on Local SEM analysis when out of state?

So I am attempting to really see who my clients (a local business) competitors are in Google adwords but they only advertise in approx. 10 cities and really want to target the one city. SEMrush only shows national competitors. I am on the other side of the country from the client and typing in "keyword + city" into Google isn't really giving me the results I want, being that someone in the city will probably only search the keyword.

Is there anyway to see what ads are showing to people searching a keyword in a specific city?

I'm thinking a private proxy that utilizes a specified location?

I'm going to search the marketplace to see if something like that is available but any suggestions would be appreciated.

Anyone have an answer?
