If you're looking to save costs, then you might want to consider choosing between Rankerx and SeoNeo. Both are great tools, but I believe that one of them can definitely get the job done for you.
As for indexing, if you're not satisfied with the results, you could always try running a lower tier to see if that makes a difference.
